Riverview Estates
Riverview Estates is a 56-unit subdivision developed by CSDC. The genesis for the project came from a collaboration between the CSDC Board of Directors and the San Benito County Board of Supervisors. CSDC and the County realized the need for affordable housing for San Benito County residents. The County sold CSDC property located near the San Benito River at the corner of Hospital and Southside Road.
The project was developed over a ten-year period. The City of Hollister allowed the project to be connected to the City sewer and water system, which was extended to the subdivision. In June 2000, all improvements were completed for the subdivision. CSDC worked with two local developers, Nino Construction and CS Nino Construction to build twenty-eight homes affordable to moderate-income residents. Another nonprofit community housing organization, South County Housing, has been building self-help homes for low-income residents.
The moderate-income homes were constructed and fully occupied by January 2001. CSDC extended low-interest, deferred payment second mortgage that allowed twenty-five families to purchase one of the twenty-eight homes. The purchase prices of the homes were $206,000 and $211,500.
South County Housing is currently working with families to construct the self-help built homes. The sales price of the homes will be affordable to families that fall within the federally defined income limits for low-income.
The homes within the entire subdivision are protected with a deed restriction and resale restriction agreement that require the resale of the homes to moderate- or low- income homebuyers, as defined by Federal guidelines. The resale price of the homes are kept at below market rates using a prescribed formula that keeps the resale price affordable to moderate- or low-income families.
