Affordable
Housing Fund
What is the purpose of this fund?
To provide funds for CSDC to develop housing that is truly affordable
to low-income families. By donating to this fund, you are investing in
the development of low-income housing that will serve the community in
perpetuity. CSDC dedicates all of its projects to low income housing forever.
CSDC constantly seeks to develop opportunities to renovate existing blighted
properties that are converted to low-income housing or to construct new
affordable housing. We typically fund the renovation and construction
through low-interest loans and grants. These funds are not available during
the early stages of project development when we are performing necessary
inspections and conducting feasibility studies to evaluate whether a project
can be developed at a cost that makes it affordable for low-income residents
while generating the necessary revenue to service the debt on the loans.
Does this fund offset on-going operating costs of projects?
No. CSDC performs feasibility studies on projects to ensure that each
property generates sufficient revenue to pay for on-going operating costs,
debt services, and, most importantly, to set aside funds in a maintenance
reserve for repairing and maintaining units. CSDC prides itself in maintaining
safe, healthy, and habitable properties.
What is considered affordable housing?
According to criteria set by United States Department of Housing and Urban
Development, a low-income family should not expend more than 40% of their
gross monthly income on rent, including utility costs (water, sewer, electricity,
gas, and garbage).
What types of affordable housing does CSDC provide?
Recent trends in the community has led CSDC to focus on the development
of rental housing. The City of Hollister has not had any new rental units
constructed since the mid 1980s. Since then, the home prices have
risen dramatically in the area. These factors combined with low vacancy
rates in existing rental units have driven up the rents in the area. Many
low-income families must live in substandard or overcrowded conditions
when living in the area, or face moving to areas where rents are more
affordable.
CSDC has also developed a single family housing subdivision called Riverview
Estates. This subdivision consists of 28 contractor built homes for
moderate income families and 28 self-help built homes, where the homeowners
assist in the construction of their home.
